GRADE 26 LOCATION OF POSITION MDH Clifton T. Perkins Hospital Center, Jessup MD Main Purpose of Job The main purpose of the Chief Nursing Officer (CNO) at the Clifton T. Perkins Hospital Center (CTPHC) is to provide strategic leadership and oversight for nursing services to ensure high-quality, patient-centered care in a secure and forensic environment.
The CNO will be responsible for providing: 1. Leadership of Nursing Services: Overseeing the nursing department's operations, ensuring that all clinical practices align with the hospital's mission to provide compassionate and effective care for forensic psychiatric patients. 2. Staff Management and Development: Directing nursing staff recruitment, retention, training, and professional development. The CNO will foster a positive work environment, ensure adequate staffing levels, and support the growth of nursing leadership within the department. 3. Patient Safety and Clinical Excellence: Ensuring the implementation of evidence-based nursing practices to maintain patient safety, manage high-risk behaviors, and reduce incidents of restraint, seclusion, and harm. The CNO will promote a culture of safety and trauma-informed care. 4. Interdisciplinary Collaboration: Collaborating with medical, psychiatric, security, and administrative teams to ensure integrated, holistic patient care and enhance communication across the interdisciplinary care team. 5. Compliance and Regulatory Oversight: Ensuring that nursing practices meet all regulatory and accreditation requirements, including Joint Commission standards, and aligning with state and federal regulations specific to forensic psychiatric care. 6. Quality Improvement and Performance Monitoring: Leading initiatives to improve nursing quality outcomes, patient care standards, and overall department performance, with a focus on continuous improvement, data-driven decision-making, and aligning with the hospital's strategic goals. 7. Crisis Management and Response: Providing leadership during crisis situations, including managing psychiatric emergencies, patient escalations, and security incidents, ensuring that the nursing staff is equipped to handle these challenges. MINIMUM QUALIFICATIONS Qualified candidates must possess a Masters of Science in Nursing (MSN) or Doctor of Nursing Practice (DNP) in a related field from an accredited college or university, and five years of psychiatric nursing experience (as a registered nurse), with at least three years in a supervisory, teaching, or administrative capacity in a forensic psychiatric care environment or similar high-security healthcare setting OR
A Bachelors degree in Nursing or related field from an accredited college or university, with seven years of psychiatric nursing experience (of which at least five years must have been in a supervisory, teaching, or administrative capacity). A Ph.D. in Nursing or related field may be substituted for two years of general experience. DESIRED OR PREFERRED QUALIFICATIONS Desired/Preferred candidates should possess :
  • Advanced leadership experience, with a focus on psychiatric or forensic nursing care, including oversight of multidisciplinary teams, crisis management, and managing patient safety and care quality
  • Proven expertise in regulatory compliance, accreditation processes (e.g., Joint Commission), and adherence to state and federal healthcare regulations
  • Additional certifications in psychiatric nursing, clinical leadership (e.g., CNL), or healthcare administration
  • Demonstrated ability to lead diverse teams in providing culturally competent care, be proficient in nursing informatics and healthcare technology, and possess strong collaboration skills to work across disciplines to improve patient outcomes
LICENSES, REGISTRATIONS AND CERTIFICATIONS Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore MD 21215.
