Duties Description The Bureau of Child and Adult Care Food Programs (CACFP) is a federally funded public health nutrition program which provides reimbursement for healthy meals and snacks served to children in family day care homes, day care centers, emergency shelters, afterschool programs and adults in other programs. The Community Health Program Manager 2 (CHPM 2) will serve as Associate Bureau Director for the Child and Adult Care Food Program (CACFP) and oversee the fiscal management and personnel functions of the bureau. This position oversees the bureau's federal funds, competitive procurements and internal controls; serves as fiscal liaison for the bureau; develops and implements fiscal policies and procedures; and oversees reporting and federal close out activities. In addition, this position will oversee the bureau's personnel activities/transactions to include recruitments, classifications/ reclassifications and staffing budget; and completion of probation reports and annual performance evaluations.
Minimum Qualifications Reassignment: Current New York State Department of Health employee with permanent or contingent permanent status as a Community Health Program Manager 2, M-3.
Promotion: Current New York State Department of Health employee with one year or more of permanent, or contingent permanent, competitive service as a Community Health Program Manager 1, M-2.
Transfer: Current New York State employee with one year or more of permanent, contingent-permanent, or 55-b/c service in a position allocated to Grade 27/M-2, and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law to Community Health Program Manager 2.
Public Candidates (NY HELPS): Ten years of *professional public health experience in a public health agency or program. Two years of the experience must include supervision of professional staff.
An associate degree can substitute for two years of experience; a bachelor's degree can substitute for four years of experience; a master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
- The required professional experience must include either: designing or implementing a public health outreach, promotion, or disease prevention program; OR Conducting disease surveillance or a disease control program.
A public health program focuses primarily on the prevention of disease through outreach and public health education or health promotion, including population-based plans of care, not just plans of care for individual patients, or the study of the prevalence of causes of disease through population-based studies.
Examples of non-qualifying experience include, but are not limited to: experience providing clinical care in therapeutic health care facilities including public hospitals, physician's offices, supervised community-based settings or home care settings; discharge planning or utilization review; developing treatment plans for patients in community settings; regulatory oversight of health care providers to determine compliance with laws, rules or regulations; reviewing appropriateness of services for insurance companies, Medicare, Medicaid, governmental agencies or other third-party payors; or other experience limited to fiscal administration, personnel, staff development, operations management or contract/grant management.
Preferred Qualifications: The preferred candidate would have strong management, fiscal and administrative experience working in a large federal nutrition program including decision making and overseeing fiscal operations. Strong supervisory, analytical and organizational skills are desired along with exceptional leadership and written and verbal communication skills.

Non-Competitive Promotion: If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent competitive service as a Community Health Program Manager 1, M-2. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
