Summary:
The Clinic Manager for this Federal Law Enforcement Training Center (FLETC) site is responsible for the day-to-day management, supervision, and operational execution of enterprise health unit services supporting federal law enforcement training programs. This role ensures the delivery of high-quality, timely, and compliant clinical and occupational health services in accordance with the Government Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), and all applicable federal, state, and local regulations. The Clinic Manager serves as the on-site leader, coordinating multidisciplinary medical staff, managing clinic operations, and interfacing with the Government to ensure mission readiness, effective patient care, and adherence to performance standards in a dynamic, high-throughput training environment.
Responsibilities
Essential Job Functions:
Clinic Operations Management
Oversee daily operations of the site's health unit, ensuring efficient delivery of clinical services
Coordinate patient flow, triage processes, and clinical scheduling to meet training demands
Ensure clinic readiness, including staffing, equipment, supplies, and facility compliance
Staff Supervision and Leadership
Supervise clinical and administrative staff, including physicians, nurses, medical assistants, EMTs, and support personnel
Develop and manage staff schedules to ensure adequate coverage across all operational hours, including surge and after-hours requirements
Provide leadership, mentorship, and performance oversight to ensure high-quality service delivery
Quality Control and Compliance
Implement and maintain the Contractor's Quality Control (QC) program in alignment with QASP requirements
Monitor performance metrics, identify deficiencies, and implement corrective actions to prevent performance deductions
Ensure compliance with all applicable regulations, policies, and credentialing requirements
Medical Surveillance Program Support
Support execution of medical surveillance and occupational health programs, including tracking, reporting, and follow-up activities
Ensure timely submission of required reports (e.g., monthly health statistics, OSHA reporting, incident notifications)
Maintain accurate medical records and surveillance data in accordance with contract requirements
Government Interface and Reporting
Serve as the primary on-site point of contact for the Contracting Officer (CO), Contracting Officer's Representative (COR), and Medical Liaison Officer (MLO)
Participate in performance meetings and provide status updates, reports, and documentation as required
Ensure timely submission of all deliverables, including procedures manuals, staffing updates, and operational reports
Emergency and Incident Response Oversight
Ensure readiness for medical emergencies, including coordination with EMS and local emergency services
Oversee response to training injuries, urgent care needs, and medical incidents
Ensure compliance with reporting timelines for emergency transport and incidents
Logistics and Resource Management
Oversee medical supplies, pharmaceuticals, and equipment management
Ensure proper inventory control, ordering, and distribution of formulary items
Coordinate maintenance and calibration of medical equipment
Continuous Improvement and Risk Management
Identify operational risks and implement mitigation strategies
Support continuous process improvement initiatives to enhance efficiency and quality of care
Ensure staff adherence to safety protocols and infection control procedures
Qualifications
Necessary Skills and Knowledge:
Demonstrated knowledge of:
Occupational health and medical surveillance programs
Clinical operations management in outpatient or urgent care settings
Federal healthcare delivery environments or comparable large-scale institutional healthcare systems
Familiarity with regulatory and compliance frameworks, including OSHA, HIPAA, CLIA (if applicable), and healthcare credentialing processes
Minimum Qualifications:
Bachelor's degree in Healthcare Administration, Nursing, Public Health, or a related healthcare field (Master's degree preferred)
Clinical background preferred (e.g., Registered Nurse, Nurse Practitioner, or equivalent healthcare professional)
Active and unrestricted professional license (if clinically credentialed), such as:
Registered Nurse (RN), Nurse Practitioner (NP), or equivalent (preferred)
Basic Life Support (BLS) certification (required)
Advanced Cardiovascular Life Support (ACLS) certification (preferred; may be required depending on clinical role)
Certification in healthcare management (e.g., Certified Medical Practice Executive (CMPE), Certified Healthcare Administrative Professional (cHAP), or equivalent) is desirable
Minimum 5-7 years of progressively responsible experience in healthcare or clinic operations management
At least 2-3 years in a supervisory or leadership role managing clinical and administrative staff
Experience managing multi-disciplinary healthcare teams (physicians, nurses, EMTs, technicians, and administrative personnel)
Demonstrated experience with:
High-volume patient throughput environments (e.g., urgent care, occupational health clinics, training environments)
Quality control programs and performance-based service contracts
Staff scheduling, workload balancing, and surge support planning
Medical documentation systems and reporting requirements
Preferred Qualifications:
- Experience supporting government contracts or working in federal/military healthcare environments is highly desirable
